Updated version of #14049, following the discussion there about ordering windows that are already open when Cinnamon starts.
Existing windows are sorted by X11 window ID when the applet loads, giving them a consistent startup order across Cinnamon restarts. Windows without an X11 ID use their stable sequence instead. Pinned apps keep their configured order.
Previews can also be dragged into a different order, like application groups on the panel. Ctrl is no longer needed. Normal clicks still activate windows. The preview stays inside the list, and Escape or dropping outside cancels the move. No new settings; manual order is not saved across restarts.
Tested locally on Cinnamon 6.6.9. Checked shuffled startup lists, pinned apps, multiple workspaces, horizontal and vertical dragging, RTL, cancellation, and the normal drag threshold.
