Move the packageManager and the CI pnpm version from 11.0.9 to 11.27.1. pnpm 11.x before 11.4.0 has a patch file path handling problem. The next change adds a patchedDependencies entry. This bump gives that change fixed patch tooling. No dependency or lockfile change.
