docs: record remote sync, skill distribution and 0.16.0 rebuild

What

Adds docs/Hermes_worklog.md, recording this session's work for the repository (it lives next to the existing docs/codex_worklog.md):

• Synced local main to origin/main: c229198 → 39e097d (PRs fix: 修复跨框架设计时依赖加载并补全诊断计数 #48, feat: add semantic UI click and type actions #49).
• Distributed the managed wincode skill (skills/wincode/: SKILL.md + references/{code,ui,diagnostics}.md) from the repo to the three local installs — .agents/skills/wincode, .gemini/config/skills/wincode, O:\hermes\skills\wincode — replacing 0.15.0 with 0.16.0. The Hermes install used the canonical path scripts/sync-skill.mjs <dir> --apply (dry-run first, automatic backup, post-apply check).
• Rebuilt the delivery to 0.16.0 so the newly documented UI semantic actions (click, type, setValue) are actually available at runtime, and recorded the verification evidence.

Verification (actually executed, not inferred)

• npm run build — dist 0.16.0, buildId 2729d75b146dca6b19…, revision 39e097daca5a… (3.6 s).
• npm run check (core) — 18/18 stages exit 0, 45.0 s; report test-tmp/check/2026-09-27T01-30-09-531Z-core/report.json.
• npm run check:desktop — 7/7 stages exit 0, 194.9 s; 40 desktop cases, 0 failures, including the new end-to-end case "clicks, refuses ambiguous/disabled targets and writes text without echoing it" (16.6 s, real WPF fixture); report …-01-31-55-310Z-desktop/report.json.
• Published Host identity read back from a live health probe: version 0.16.0, informationalVersion 0.16.0+39e097daca5a…, configuration Release, framework .NET 10.0.11, inspectionVersion 3 (the version that adds semantic actions).
• verify-delivery matched (contentId 74b3075a5443…); runtime toolCount 19 (was 17), dist now exposes wincode_ui_click and wincode_ui_type.
• scripts/sync-skill.mjs check reports matched: true for all three skill installs.

Scope and notes

• Docs-only change: no source, dependency, lock-file or configuration edits.
• dist/, bin/ and test-tmp/ are gitignored, so the rebuild produced no tracked changes.
• Unverified: nothing beyond the above; the desktop suite requires an interactive desktop, which was available for this run.
