Revert "Remove GetRevocationStatus dead code" - #8939

This reverts commit a679d41. This code was originally written for OCSP, but then was going to be repurposed for use in the CRL pipeline so that we could reduce our reliance on the certificateStatus table. However, those propsective changes (#8428 and #8408) were significantly delayed, and this code was accidentally cleaned up in the mean time. Now that we are ready to proceed with those follow-up changes, revert the deletion.
