Adds the query parameter ids to the Features resource and declares the conformance class "Query by IDs" of the draft OGC API - Features - Part 1: Core 1.1. The value is a comma-separated list of feature identifiers; identifiers that contain a comma are not supported.

The new FEATURES_CORE option ids (default true) disables the parameter for a collection; the conformance class is only declared, if no collection disables it.
