Problem
The MEET stack telescoped during merge automation: PRs #368–#374 show merged/closed, but five of them squashed into sibling branches rather than main — so main received only MEET-1+2 (#366). This PR lands the remaining seven tasks' content from the chain-verified superset branch. Board: MEET epic.
Solution
Everything previously reviewed and approved in #368–#374, unchanged: the
meetingblock contract (MEET-4), recorder UI with progressive chunked transcription + manual notes (MEET-5), managed local whisper engine with concurrency clamps — the zero-key default (MEET-3), desktop mic entitlements (MEET-8), streaming cancellable AI summary (MEET-6), byte-exact ordered audio export + document export integration (MEET-7), and the epic Playwright e2e + docs (MEET-9). Review records live on the original PRs; every gate (security ×2, design ×2, code ×5, product ×2) cleared there.Before / After

Test procedure
The exact tree at this head passed foreground
VITEST_MAX_WORKERS=1 pnpm verify(exit 0, incl. server e2e 256 + MCP e2e 70) and the meeting-epic Playwright spec (2/2) during integration. CI on this PR re-proves it.Operational notes
As documented on the originals: owner signed-build mic check (MEET-8), whisper-cli/ffmpeg install + model download for local transcription (MEET-3). Follow-ups MEET-10/11/12 dispatch after this lands.
Reviews: all cleared on #368–#374. This PR exists to repair the telescoped landing; content is byte-identical to the reviewed chain tip.
