Use the job-scoped GitHub token for releases

The release job failed during checkout with could not read Username, while authenticating through PAT_TOKEN.

• Authentication: Use github.token for checkout, PR creation, and release publication, matching the existing Git push commands.
• Permissions: Grant the release job contents: write and pull-requests: write.
• Operational impact: Actions PR creation must be enabled. Token-generated pushes do not trigger downstream workflows; generated PR checks may require approval.
