Quarto 1.9.38 builds a Playwright CDN URL for the linux-arm64 chrome-headless-shell download that started returning 404 in September 2026, breaking the weekly arm64 base-image build. 1.10.19 carries the upstream fix (quarto-dev/quarto-cli#14860, backported in #14861). The weekly
linux/arm64base-image build has failed since 2026-09-07 with an HTTP 404 onquarto install chrome-headless-shell. Playwright moved its Chrome for Testing downloads, and Quarto 1.9.38 still builds the old URL. The fix landed upstream in quarto-dev/quarto-cli#14860, and was backported to the 1.10 line in #14861, which shipped in v1.10.19 (the current stable release, 2026-10-06).This PR bumps
QUARTO_VERSIONinDockerfile.basefrom1.9.38to1.10.19and records it under Unreleased in the changelog. A Quarto version change is a minor bump per What bumps which number, so the next release should be 0.3.0.Local verification (x86_64 host, Docker 29.7.2)
