The cache now wants a password for anything but reads. nix only sends credentials to an HTTP binary cache from a netrc, so write one from the NCPS_UPLOAD_TOKEN project secret and pass it to nix copy. Uploads to nixcache.9000.dev will need basic auth (ncps accepted unauthenticated PUTs). The push writes a netrc from the new NCPS_UPLOAD_TOKEN secret and passes it to nix copy; it skips the push when either secret is missing.
