…verify The vendored eager-setup test only set autoSetup, not defaultGlobalRepos, so computeEligibleJobs (which now also requires admin-declared types) returned no jobs. The routing-policy test's fake Artifactory used plain HTTP, which resolver.mjs refuses to verify against (never send credentials in cleartext), so the repo never resolved. Declare defaultGlobalRepos in the eager-setup fixture and serve the fake Artifactory over HTTPS with an ephemeral self-signed loopback cert, trusted via NODE_EXTRA_CA_CERTS for that run only.
