JGC-537 - Skip stub FindOperation test in full builds

Summary

• Move TestFindOperation into parser_test.go, which is built only for stub specs (//go:build !full).
• A -tags full build no longer runs that stub lookup, so TestOperations_Full stays the release gate.

Test plan

• go test ./docs/api-spec/ -run TestFindOperation passes
• go test -tags full -list . ./docs/api-spec/ does not list TestFindOperation
