Require public PSPublishModule 3.0.155 or newer in the build wrapper and publishing workflow, replacing the 2.0.27 cap. The wrapper checks installed versions and enforces the same minimum when installing and importing the build tool.

Documentation generation remains disabled without its obsolete cleanup/update options. Installation, import, and build errors stop the script before post-build vendoring or publishing. The existing artifact-based publishing path is retained.

Validated with the published PSGallery 3.0.155 package: the complete build and vendoring path succeeds. The unpacked artifact parses and imports in PowerShell 7.6.6 and Windows PowerShell 5.1 with all nine public functions, PSWriteHTML 1.41.0, PSCertutil 0.0.3, and issue-format registration. The existing post-build suite passes 32/32 tests. Bootstrap/configuration failure handling and the wrapper's behavior have existing direct proof and independent review.

The public owner release contains PSPublishModule #1024, #1026, and #1035. These provide analysis, formatter reuse, compiler compatibility, and normalization fixes in the shared engine. Existing full-build comparisons remain behind 2.0; the upgrade does not claim an overall performance win. The required owner package is published, and this PR consumes that public three-part version.
