Fixes #59.
Include tests/ in Flit's sdist so downstream packagers receive the Python import test and both notebook fixtures. The current source archive omits all three files.
Also raise the Flit minimum from 3.2 to 3.11: this pyproject already uses PEP 639 license-expression and license-files fields, which require Flit 3.11. See https://flit.pypa.io/en/stable/pyproject_toml.html
Validation: built before/after source archives, checked the added files byte-for-byte, built a wheel using exactly flit_core 3.11.0, and ran the import test from the extracted new archive (one passed on Python 3.11/Matplotlib 3.11.2). Notebook execution was not run. git diff --check passes. Runtime package code is unchanged.
