Refs inkseq/h3-studio#995. A slim row above the story page switches between today's page, the library as a whole page, and the film editor. Each has its own address, so a reload stays on it. The Edit button leaves the top bar and becomes the step; a story of several chapters still edits from each chapter's header. Checked on staging data, wide and phone: all three steps, reload, back, no sideways scroll. The full shot-panel split stays with #992.
