TEMPLATE-APPLICABILITY-POLICY baseline still requires 0-AI-MANIFEST.a2ml while the template retires .a2ml (rsr-template-repo#209) #1229

Observed from hyperpolymath/oikos-economics-accounting-dsl (its audit docs/tech-debt-2026-10-10.adoc §7 item 3). This is the cross-repo conflict where the no-.a2ml retirement (rsr-template-repo#209, landed as rsr-template-repo#227 "feat!: remove every .a2ml file; the repo deed is the only manifest") meets 0-AI-MANIFEST.a2ml still being in the baseline. Filed against standards because the two stale artefacts live here — the fix is a baseline/policy edit — with rsr-template-repo cross-linked as the other authority.

Two authorities disagree:

• 0-canon/TEMPLATE-APPLICABILITY-POLICY.adoc (this repo) names CODE_OF_CONDUCT.md, CHANGELOG.md, 0-AI-MANIFEST.a2ml, .machine_readable/descriptiles/{STATE,META,ECOSYSTEM,AGENTIC,NEUROSYM,PLAYBOOK}.a2ml, .machine_readable/rsr-profile.a2ml, .well-known/, … as the unconditional baseline — all .a2ml, no deed alternative;
• .machine_readable/template-capability-gates.toml [baseline].paths likewise contains "0-AI-MANIFEST.a2ml" and ".machine_readable/rsr-profile.a2ml" with no | alternative;
• rsr-template-repo has retired the format. Its current tree, exact output:

A repo can therefore be conformant to the template and non-conformant to the policy at the same time. oikos keeps the file and records the conflict in its root-allow.txt: "It retires in the same commit that the deed above arrives — not before, or the two authorities both go red."

Ask: make the baseline rows and the policy agree with the retirement — either give them deed alternatives (0-AI-MANIFEST.a2ml|<something>.deed) or retire the rows with the format — and name one document as the authority of record while they differ. Until then every minted repo inherits the contradiction.
