Problem
Two references point at files that do not exist — and did not exist before the
9-archive move either. They were found while repointing live references in
#1218 and deliberately left alone, because repathing them would invent a second
dangling path.

Verified: no RSR.adoc exists anywhere in the tree, at either the old or the
new path. No spec/ directory exists in the rhodium tree (there is a
spec.scm, but no spec/).
Why it matters
rsr-self-compliance.a2ml is machine-readable: something may be resolving that
reference: field. If so it is resolving to nothing, silently.
Acceptance
- Determine whether anything reads the
reference: field.
- Either point all three at the file that was meant (if it exists under another
name), or delete the references and record that they were stale.
