docs(squabble action): record the permissions and token model for the v0.1.0 release - #137
Document which read-only PR diagnostics work with GITHUB_TOKEN (contents: read + attestations: read for the pinned install) versus which require a GitHub App installation token with Administration: read (squabble fetch / verify-satisfied), and that squabble diagnose needs no token at all.
The v0.1.0 release (signed tag dda8fcc -> commit b854d17, matching install.sh's SQUABBLE_SOURCE_DIGEST) is already published and immutable; its SLSA provenance attests squabble-x86_64-linux-musl sha256 6cbeb457... built by release.yml on a GitHub-hosted runner.
Consumers (e.g. secret-types) wire the action in by pinning to a full merged-main commit SHA (never @main or @v0.1.0); the binary stays independently pinned by sha256 + build-provenance attestation inside install.sh, and the contract suite requires all 27 planned cases so no gate can pass silently.
… v0.1.0 release
Document which read-only PR diagnostics work with GITHUB_TOKEN
(contents: read + attestations: read for the pinned install) versus
which require a GitHub App installation token with Administration:read
(squabble fetch's base-branch ruleset read, squabble verify-satisfied),
and that squabble diagnose needs no token at all. Consumers such as
secret-types wire the action in by pinning a full merged-main commit SHA
(never @main or @v0.1.0); the binary stays pinned by sha256 plus the
build-provenance attestation in install.sh, and the contract suite
requires all 27 planned cases so no gate can pass silently.
The v0.1.0 release itself (signed tag dda8fcc -> commit b854d17, matching
install.sh's SQUABBLE_SOURCE_DIGEST) is already published and immutable
(Immutable-Tags ruleset; push is up-to-date), with SLSA provenance
attesting squabble-x86_64-linux-musl sha256 6cbeb457... built by
release.yml on a GitHub-hosted runner; squabble-action.yml (contract
tests + install/run on a real runner) concluded success on this commit.

Clarified the permissions required for installation, local diagnostics, pull request gate diagnostics and verify-satisfied.
Documented when fetch may need Administration access and recommended using a GitHub App installation token with verify-satisfied.
Added guidance on workflow permissions and test checks, and on pinning the action to a full commit SHA and the binary to its digest and attested provenance.
The README adds guidance on permissions for action modes, workflow checks, pinning the action to a full commit SHA, and verifying the binary’s digest and attestation.

Summary
Permissions and workflow checks .github/actions/squabble/README.adoc
The README distinguishes permissions for installation, local diagnose, PR fetch and verify-satisfied. It also describes workflow permissions and checks.
Action and binary verification .github/actions/squabble/README.adoc
The README documents pinning the action to a full commit SHA and the binary’s digest and attestation constraints.
Consumers following the fetch instructions may get a 403 instead of a PR gate diagnostic. Correct the token guidance before merging.

Document the App installation token for squabble fetch.
The surrounding caveat correctly states that GITHUB_TOKEN cannot perform the branch-rules read, but the token column still presents it as the token for fetch. The fetch path always reads branch rules and classic protection, so it can fail with a 403 before it returns a diagnostic. Identify a GitHub App installation token for fetch, and update the token input description to cover both commands.
