feat(beta): include v14 features in beta - #450

Empty Conventional Commit to signal Release Please that the refreshed v14 integration (credential-manager refactor #448 and the main-line catch-up, brought into beta in #449) is a beta feature release. No source files change in this commit; the v14 code and beta version baseline landed in #449. After this merges, run the Release workflow on beta with dry_run=true to verify the 14.0.0-beta.3 release PR before any publish.
