Adds omcipcap to the GPON tools list. (#474)
omcipcap is an open-source GPON/XGS-PON OMCI semantic analysis framework for PCAP/PCAPNG files, with support for provisioning/error analysis, MIB comparison, VLAN analysis, topology reconstruction, and T-CONT/GEM relationship analysis.
