Instead of dopull.py on pglaf copying trigger files (.txt & .json) to 2 places on ibiblio, just copy to one.
puller.py on ibiblio will then create the other trigger file.
Not much simpler, but moves it one step further, and removes an ssh copy.
Both trigger files are processed by FileInfo.py. In the future, it should be updated to do the appropriate processing for each file type
