Pass cell.getValue().size() instead of 0 to RowBuilder.startCell in RowBuilderShim.buildRowFromProto, matching StateMachine and DefaultRowAdapter.createRowFromProto, and clarify the size parameter semantics in RowAdapter.RowBuilder#startCell Javadoc.

Code Review

This pull request updates RowBuilderShim to pass the actual cell value size (cell.getValue().size()) instead of 0 when calling startCell during row building from a proto. It also adds clarifying Javadoc to the RowBuilder.startCell interface method explaining this behavior, and introduces a new unit test to verify that the correct cell value size is passed. I have no feedback to provide on these changes.
