What changed in this PR
Updates the OpenAPI descriptions for Copilot cloud agent organization permission endpoints to reflect expanded eligibility (custom org roles) and updated OAuth/PAT scope requirements.
Changes:
- Expanded the detailed description of who can access Copilot cloud agent permission endpoints (owners + custom org roles).
- Updated required OAuth/PAT (classic) scope from
admin:orgtoread:orgin the endpoint descriptions. - Propagated the same description updates across versioned and dereferenced OpenAPI JSON/YAML artifacts.
