Summary

Consolidate the reviewed, installable Dependabot updates into one PR:

• Apply #70493: @playwright/test, playwright, and playwright-core 1.64.0 → 1.64.1.
• Apply #70489: starlight-changelogs 0.7.0 → 0.7.1.

All four exact package tarballs were downloaded successfully from the public Microsoft 1ES npm feed. Keep the existing npmjs lockfile URLs unchanged; the feed is selected only for verification and installation.
