Board: replace the UCLA member list, Evanceline rename, Rizwaan's email - #101

- Admins can replace a loaded member list from the Board tab ("Replace
the member list"), with a confirm step. Before, the import box only
showed when no members were loaded and never sent `replace`.
- Tier labels in the member editor read "Top row" / "Second row", since
UCLA's top row is now Founder and Chapter Director.
- UCLA's starting data calls the Design Lead Evanceline, not Celine; a
one-time change renames her in existing UCLA assignments, submissions
and meeting notes.
- Rizwaan's tech-submission address is rizwaanbana@ucla.edu.

What this does
Replacing the member list works. Before, the import box only appeared when a chapter had no members, and it never sent
replace, so a loaded list couldn't be swapped. Admins now get a Replace the member list button on the Board tab. It asks for the file, then shows "Replace 16 members with the 17 in this file?" before anything changes. The old list stays in the Changes tab and can be restored, and Hub admin ticks carry over.Chart order. Tier 0 (Founder, Chapter Director) sits above tier 1 (President, IVP, EVP); the chart already did this. The tier labels in the member editor said "President row" and "Executive row", which no longer fit, so they now read "Top row" and "Second row".
Evanceline. UCLA's starting data now calls the Design Lead Evanceline: current deliverables, the archived week, and two meeting absence notes. On a database that already has UCLA's data (the live one), a one-time change renames her in UCLA's assignments, submissions and meeting notes, so her tasks match her member entry once the new list is imported.
Rizwaan. His tech-submission address in the chapter config is now rizwaanbana@ucla.edu.
