Publish the CLI logger as a standalone package #1772

#1771 replaced consola with a small in-house logger in packages/cli/src/lib/logger.ts. It provides levels, tag scoping, consola-style stderr output, consola-shaped log records that Sentry.createConsolaReporter() can forward, and lazy-loaded @clack/prompts prompts. It's currently private to the CLI package.

• Proposal (BYK): move it into its own package in this repo and publish it to npm.
• It depends on two CLI-local helpers: getEnv() from src/lib/env.ts (library-mode env isolation) and formatLogTime() from src/lib/timezone.ts (local-time prefix in SEA binaries).
• The completion build drops prompts using the CLI-specific SENTRY_CLI_COMPLETION_BUILD esbuild define.
