Mismatched CodeQL action versions

Medium Severity

This bump updates only github/codeql-action/init to v4.37.4 while github/codeql-action/analyze remains on v4.37.3. CodeQL Action rejects that mix: analyze fails when loading a config stamped by a different init version, so the workflow breaks until both steps match.
