Commit adds the wiring needed to publish the sentry-android-navigation3 module, which implements our [phase 1](https://linear.app/getsentry/project/android-nav3-support-28432794ea7d/overview) support for Android's [Nav3 library](https://developer.android.com/guide/navigation/navigation-3). It also removes the `@ApiStatus.Internal` annotations from our public Nav3 APIs, including SentryNavEffect. See the SentryNavEffect KDoc and the sentry-android-navigation3 README for more details.

💡 Motivation and Context
Lets developers use
SentryNavEffectalongside their existingNavDisplayto record navigation transactions, breadcrumbs, screen names, and back stack context as users move around their apps.Documentation PR: sentry-docs #19804.

💚 How did you test it?
Existing unit tests pass.
Had my LLM (one last time!) manually stress test the implementation via the Nav3Activity sample app.
