The user-facing feature inventory written for the simplification review (TODO_SIMPLIFY.md, #1536) was too good to lose with the file it lived in. This restores it as a standing root document, updated to the product the review left behind: the entries whose verdict was Remove are gone with their features, the Simplify verdicts are folded into the phrasing, and the vocabulary follows the D5 rename (agent / driver / location).
