Add a skill that writes pull request descriptions - #3563

The pr-description skill takes a pull request URL and writes its description for people running Fantomas: what changes for them, shown as base and head output of the same input, and why the change was made this way. It builds both commits in tmp/, measures every claim the description makes, reruns those measurements before the draft is shown, posts the draft as the whole body once the author agrees, and deletes everything it left. The format hook now leaves files under the checkout's tmp/ alone, so the inputs the skill measures, and compile checks written there, stay as written. The style-guides fetch snippet no longer uses $1 and $2, which Claude Code replaced with the skill's arguments, and runs in a subshell, so the session stays in the repository root.
