feat!: extract TableauDevServer - #190

The dev server (which provides `mix tableau.server`) is extracted to its own package that sites need to install separately. This allows you to only install it in the dev and test envs, so when you deploy there is less to download and compile. Luckily almost everything was designed to be extracted as is. The new dev server lives at https://github.com/elixir-tools/tableau_dev_server
