docs: document the --dbt-vars CLI option

Adds --dbt-vars to the CLI options list in oss/cli-commands.mdx. After #2375 it applies to every command that runs the internal dbt project: monitor, report, send-report, monitor debug and run-operation upload-source-freshness. It also notes that --days-back takes precedence over a days_back var (CORE-1565).

Merge only after CLI 0.26.1 is published.
