Summary

Add automatic DigitalOcean App Platform previews for pull requests.

• deploy a separate preview app for PRs targeting main
• clone configuration from the existing radio-new App Platform app
• update a single PR comment with the preview URL
• include build/deploy logs in Actions
• cancel superseded preview deployments for the same PR
• delete the preview app automatically when the PR is closed or merged
