* Use unconstrained ResourcesSpec by default * Drop _some_ irrelevant options * Drop OfferConfigurator * Rework `print_run_plan` -- move the offers table to a reusable function, drop offer-specific customization -- the `offer` command now uses its own ad-hoc reimplementation rather than parametrized catch-all-use-cases `print_run_plan`.
