Draft F# release notes for .NET 11 RC 2, based on the exact pinned build described in base PR #10601. Please review the technical claims and refine the prose before marking ready for review.
This PR targets the shared RC 2 release-notes branch. The component owner is responsible for merging it into that branch after review; the base PR remains a draft until the milestone ships.
Expanded coverage includes collection/compiler allocation improvements, trimming and Native AOT, and grouped fixes. SRTP extension members/operators are explicitly an RC 1 catch-up, not new RC 2 work. Validation against SDK
11.0.100-rc.2.26475.137covered default versus preview behavior, including native publishing and execution. Validation sources and results are preserved as session audit artifacts.This PR contains the release article and index link, the supplied combined performance evaluation, and its three static SVGs. The evaluation describes author-provided source-built compiler measurements, not independent benchmarking of the official RC2 SDK. Public methodology/raw-result links are not included.
