What this adds

A film format, webm - AV1 video in WebM, no sound, at the exact size asked for like every other format. Its length is independent of its size: a one hour film at 30 fps is 977 128 B at the smallest, because after the first frames every frame shows an already coded picture again in three bytes.

A new kind of setting, a length of time - duration and keyframe_interval take 10s, 1m30s, 1h, 500ms, 59.9s, counted in whole milliseconds. A bare number and a length that is not a whole millisecond are refused rather than guessed or rounded.

How

internal/format/video - shared by WebM now and MP4 next. gav1d codes still pictures only, so the package keeps its tile data and writes a full sequence header and the frame headers itself, reading gav1d's output by the specification and refusing any shape it cannot re-wrap.
One stream shape: a shown key frame, a hidden intra-only copy of the same picture, then show_existing_frame of the copy. A shown key frame may not be shown again - libaom refuses that stream, while gav1d's decoder, Chromium and libdav1d inside ffmpeg accept it, so none of those is used as a witness.
Colour converted to BT.709 studio range in whole numbers and declared in the stream and the container. The AV1 level is the lowest Annex A allows, chosen after the picture is coded.
internal/format/webm - EBML written as a stream with no allocation per frame, SeekHead, Cues at every key frame, and a Void at the end that carries the padding, so every size above the minimum is reachable.
Planning stays arithmetic: per cluster, never per frame, at most 100 000 key frames, and a 16:9 picture ladder whose ceilings were measured across seeds and every label length.
A length that does not end on a frame is refused with the two nearest that do.

Witnesses

New oracle libaom (ffmpeg): judged by what ffmpeg prints, because its exit code differs between ffmpeg versions and a cut WebM ends 0, and it reports the frames decoded. The CI oracle job's apt ffmpeg has libaom, so no workflow change.
strict.py reads a WebM without this program's code: segment covers the file, Void last, SeekHead points where it says, whole OBUs, no picture shown that may not be, Cues equal the key frames.
New guards in film_test.go: the show rule read back from the file, frames and duration equal to the manifest, the level against the specification's own examples, the refusal of a length that is not on a frame, and every frame decoded by libaom. Three pinned byte cases.

Changed

empty-and-minimal ejects one target more (a film), so the recipe_hash of a run of it with formats at all differs. No generated file changes. Recorded as Changed, no major.

Opening the films in VLC, Films & TV, Firefox and Edge (the fidelity checklist row stays PENDING). Chromium was checked: plays, exact duration, seeks.
The social preview image changed (27 formats) and has to be uploaded to GitHub by hand.

The new check_webm reader can crash on malformed EBML. It is registered as the webm check and the CLI passes file bytes to it. An empty Segment produces children == [], then children[-1] raises IndexError instead of reporting a parse failure. A short SimpleBlock can also trigger unchecked indexing at data[cb] or data[cb + 3].
