Summary

• Empty assistant hops no longer recycle the kernel. That path was SIGKILL-ing the supervisor CLI and restarting the kernel before the same-slot retry.
• Transport and connection failures still recycle. A live crag or cc-node worker is not restarted by the watchdog.
• Control plane only. Binaries are unchanged.

Test plan

• node --test test/unit/kernel-router.test.mjs --test-name-pattern empty assistant hop
• GitHub release workflow publishes linux binaries for v1.3.53
• HostDzire overlay keeps kin-* container ids and a haiku probe returns text
