• Control plane only. Binaries are unchanged, so a deployed machine does not need wrap-cli/sync.

Test plan

• Unit tests for failover, rate limit, 413, and the merged Haiku and distill changes were run before those PRs landed
• GitHub release workflow publishes linux binaries for v1.3.52
