[BOG-2026] Add sponsors and Startup sponsorship level

Summary

• Add Mocion and StackGen as Diamond sponsors, Red Hat as a Platinum sponsor, and Xygeni and Netec as Startup sponsors for DevOpsDays Bogotá 2026.
• Add sponsor data and logos for Mocion, StackGen, and Netec.
• Add the Startup sponsorship level to the Bogotá event configuration.

Validation

• Confirmed that all five sponsor references have matching data and logos.
• Confirmed that git diff --check reports no whitespace errors.
