ci: pin PR-Agent by image digest and inline Robin with a pinned action - #357

Both review workflows ran third-party code at @main with secrets (OPENAI_API_KEY; LLM_API_KEY, LLM_BASE_URL), and issue_comment ran them for any commenter on this public repo. Same change as devopam/Episteme#72: - PR-Agent runs docker://pragent/pr-agent@sha256:80edef71... (the 0.48.0-github_action image; the action only wraps a rolling tag). - Robin's review job is copied from its reusable workflow (v2.12.0, fc0bf915), which itself calls antongulin/robin@main; the action is pinned to fc0bf915. - Comments start either job only on a pull request and only for OWNER, MEMBER or COLLABORATOR (Robin: its commands only). Review on #357 (CodeRabbit): the reusable workflow sent request-changes false when its boolean input was unset; the action's own default defers to the repo config, which defaults to true, so a high finding would have posted REQUEST_CHANGES and could block a merge. Why
An automated security review flagged both review workflows (HIGH). Same change as devopam/Episteme#72, which the user asked for in both repos.
The-PR-Agent/pr-agent@mainruns withOPENAI_API_KEYand a token that can write to pull requests and issues.antongulin/robin/.github/workflows/review.yml@mainreceivesLLM_API_KEY,LLM_BASE_URLandLLM_MODEL.mainbranch (by a maintainer, or by an attacker who takes over the account) would run with those secrets, and nobody would review it first.issue_commentfor any commenter. On a public repo any GitHub user can comment. Each comment started both jobs with the secrets loaded. PR-Agent acts on comment commands, so a stranger could use up the API budget.Change

The action only wrapped the rollinggithub_actiontag.fc0bf915), because that workflow itself callsantongulin/robin@mainwith the LLM_* secrets. The action is pinned toantongulin/robin@fc0bf915b634bf2f8b88ff1392acefdfb54e28d9.author_associationisOWNER,MEMBERorCOLLABORATOR.pull_requestevents run as before; on apull_requestrun from a fork, GitHub gives the job no secrets. A comment by an owner, a member or a collaborator on a fork pull request does run with the secrets, on purpose: it is a request for that review. Neither tool checks out or runs the fork's code; they read the diff through the API.request-changes: falsekeeps the comment-only mode. The reusable workflow sentfalsewhen that input was not set, but the action's own default is the repo config (true).github-actionsecosystem can offer updates as pull requests. Not changed
The review options and the permissions stay as they were.
