Changes

• UpdateCommitAiDecision sends the body, the image descriptions and the poll options to both the moderation endpoint and the harmful check, separated by blank lines. A commit with only a body sends exactly what it did before.
• One intended side effect: a commit with only images and a description now also gets the harmful check, since it has text.
• Tests in ModerateCommitTest:
  • the combined text is sent to both checks;
  • a commit stays pending when only an image description or only a poll option is flagged.

Validation

Local, PHP 8.5.12, Postgres 18 with pgvector (pgvector/pgvector:pg18):

• pest tests/Unit/Jobs/ModerateCommitTest.php tests/Unit/Actions/CreateCommitTest.php: 79/79 pass. The new tests fail without the change.
• pint --test, phpstan and rector --dry-run on the changed files: pass.

Hosted CI not yet run.

Independent review
