feat: show partner local time in direct remotes - #1065
A friend messaged me on Remotes, and we were trying to schedule a meeting. We had to keep exchanging our local times to figure out what worked for both of us.
That made me think it would be useful to show the other person's current local time directly in Remotes.
This PR adds their local time and UTC offset to the conversation header, including the docked chat. It uses the existing timezone setting and only shows the time if the user has opted to share it.
Summary by CodeRabbit
New Features
Direct-message headers now show a conversation partner’s local time when they’ve opted in and set a timezone, in both expanded and compact views.
Updated timezone-setting text to explain that local time is visible on profiles and in direct conversations. If no timezone is set, the browser timezone is used without sharing it. The setting remains off by default.

Update the test:unit configuration to use a TSX-capable runner and include
.test.tsx files in its unit-test selection, so the RemoteLocalTime test is
included alongside .test.ts tests.
