Summary

  • EffectiveViews reads the snapshot's SemanticIndex.declarations, the enumeration outline, workspace symbols and hover already share, instead of walking every fragment's declaration tables again.
  • docs/21 § 4 lists code lenses among the sharers.

No performance claim: the replaced walk was one iteration per snapshot.

Verification

  • Ruff, formatting, strict mypy and full pytest: 5909 passed, 69 skipped, 1 xfailed.
  • New test: code lenses populate the shared enumeration (fails on master); the one-enumeration test now includes code lenses.

`EffectiveViews` walked every fragment's declaration tables itself, beside
the snapshot's `SemanticIndex.declarations` that outline, workspace
symbols and hover share. It now reads that one enumeration. No performance
claim: the walk it replaces was one iteration per snapshot.
