As part of #8489, this PR removes the obsolete
graph_harvestingconfiguration and BF16 optimizer graph-capture path, rejects stale configurations withDeepSpeedConfigError, and updates the related tests and documentation. Hybrid Engine CUDA graph capture remains unchanged.@sfc-gh-truwase, could you please review when convenient? Thank you.
