Milestoning this for v1.11.0.

This is a valid maintenance fix for the CI Docker image rather than a user-facing adapter change. It addresses deprecated apt-key usage and improves repository key scoping, but it is not release-blocking for v1.10.0.

Before merge, please rebase against current master and verify the CI Docker image still builds cleanly for both MS ODBC 17 and 18 install paths. Given that this PR was opened in 2023, I would also like a quick confirmation that the Microsoft repository key/source setup remains correct for the current and future Debian base images.
