Motivation: ----------- Apparently the kubernetes_tags jobs were not running in pull request pipelines, causing those pipelines to just collapse for each PR. (Pointed our by Dmitry) Modification: ------------- Added 'rules: - when: always' to the kubernetes_tags jobs to ensure they execute regardless of the pipeline trigger source (push, PR, merge request, etc.). Result: ------- PR pipelines are executing as designed. Target: master Require-book: no Require-notes: no
