Add a '## Bypass mode' section to the manual sce-atomic-commit skill body so that when the command invokes the skill in bypass mode (/commit oneshot or /commit skip), the skill relaxes its standard rules: proposal-only becomes auto-commit allowed, split guidance is skipped, context-guidance gate is skipped, and plan citations use best-effort inference without stopping for ambiguity.

The standard Procedure steps (5-7) and Context-file guidance gating rules are now explicitly qualified with 'In regular mode:'. Also updates context/sce/atomic-commit-workflow.md to reflect skill-level bypass awareness, adds both completed plan files to context/plans/, and regenerates all generated skill and command outputs.
