feat(action-providers): add x402receipts (reconciled, auditable receipts for x402 spending)

What

A new action provider, x402receipts, that gives an agent an accounting-grade record of its own x402 spending.

• get_x402receipts_info — endpoint, price and payment options (pays nothing)
• record_x402_receipts — record 1–500 purchases as receipts on https://x402receipts.com; USD 1 per wallet per calendar month, paid by the agent's wallet over x402 (USDC on Base or Solana), later uploads that month are free
• verify_x402_receipt — public verification material for one receipt (hash, Merkle path, Hedera ledger entry); pays nothing

Receipts are reconciled against the wallet's on-chain USDC payments, and finance gets a monthly statement with exports. The paying wallet is the account; no API key.

How

Follows the layout and the x402 client wiring of action-providers/x402 (same createX402Client pattern for EVM and SVM wallet providers). Supported networks: base-mainnet, base-sepolia, solana-mainnet, solana-devnet. README and a small test included; changeset added.
