Use the versioned WCIF route only for reads. PATCH requests must target the unversioned WCA update route to match the Rails API.
Match the versioned WCIF read route in the browser mock and provide event data to distributed-round limits.
Validate the complete WCIF with the WCA check endpoint before PATCHing changed fields, and surface API error details to delegates.
Keep the latest PATCH formatVersion assertion while reconciling the WCIF v2 release branch with main.

Adds WCIF v2 round support, including dual rounds and participation rules. Reads WCIF v2, sends formatVersion on PATCH, and uses /check before every save. Excludes unrelated beta bulk-generation work.\n\nValidation: full unit suite, targeted API/action tests, type check, lint, and 8 Playwright tests.
