[Bug] "submit to app store" doesn't work (for me at least)

Summary

I clicked on "submit to app store" and the response was a promising "will appear soon"
However, nothing has ever appeared and there has been no other evidence what might
have actually occurred.

Suggest that the submission process ought to generate some kind of log that can be seen
or automatically emailed.

this zombie "build" process appeared in the builds page. I suppose that is the submit process running. Howerver,
this one has been "building" for 90 minutes. If I kill it I'll get no information about what it was doing (I've complained
about that before).
