CI: fix the XML well-formedness check (stale apt index) - #20

The lint job failed on apt-get install libxml2-utils with a 404 for the package (the runner image's package index was out of date). Use xmllint if the runner already has it, otherwise refresh the index before installing. Same fix as in codeling/bfstop: the "XML files are well-formed" step failed because
apt-get install libxml2-utilshit a 404 on a stale runner package index. The step now usesxmllintif present and otherwise runsapt-get updatebefore installing. The XML files themselves are fine.🤖 Generated with Claude Code
